I double checked and this is not upgradable according to EVA site even for Infinity Mileage Members. I have used PE fairly often and used to upgrade and I always had to use PE Standard to upgrade to business class.
That said PE is fairly good and if you are traveling alone, I would suggest the last row in PE on the aisle in the middle 4 seats. The reason for me is that only once did I get someone sitting next to me and it was a family of 3. The rest of the times, the next seat was empty. This was a 777 by the way. Or you can try at the airport to see if there are seats available but I do not know if they would do that for SAUA but for Infinity Mileage they have done for me many times.
This is correct. The basic PE fare code "P" is not upgradeable with any sort of miles, whether via EVA's own program or via SAUA. The standard "T" and "L" can be upgraded with EVA's own program, but not with SAUA. The only one that works with both is PE Up, which has the "K" code.
