Both (I think it says that in the linked post)

Without this capability avios would be pretty much a non-starter for us folks who live outside London.
It works JFK-LHR-MAN-LHR-JFK as well you only pay avios for the JFK-LHR-JFK
But even though it's fewer miles you won't be able to use this to get free trips into European cities like AMS.
