If they nevertheless make it to the boarding pass scan point at Flight Connections more than 35 mins prior to departure of the earlier CAI flight, they may well have a case for Involuntarily Denied Boarding compensation, since they could have made it (if travelling without checked luggage).
Whether their bags make it or not is secondary, isn't it?
If they make it to the scanner with 35+ to spare, then they're good (from a claim perspective), whether the bags will be delayed at LHR or not.
