I have no idea because I can't be bothered to go searching for the start and end dates of last year's promo however if any of these nights fell within the promo qualifying period and you paid a normal qualifying rate then, yes, you should have got whatever the global promo was offering. FlyerTalk is full of anecdotes but they do not determine how Marriott implements and executes its T&Cs.
The takeaway is that if any Bonvoy member believes they have been short-changed after the promo is over - and there are always some - then on this point there is an unequivocally legitimate case to raise with customer support who will fix it.
