Recent report from a former YYC volunteer is that there's someone going through TB security lines pulling out people who are connecting from domestic and putting them in the baggage wait haul.
This is common at many (if not all) Canadian airports with US Preclearance, because the bag needs to have arrived/on its way to US federal inspection before the passenger can proceed to see a USCBP officer. The YYC holding room is on the right of the security screening area, it's a dark room (or maybe they don't turn on the lights each time I'm there) and it's roughly square with a few chairs
