Indeed it seems unlike the hotel's normal behaviour to upgrade you
from jr suite river view to 1 bedroom suite city view,
AND
ask quote €215 to have the same 1 bedroom suite but river view

.....

only reason i can think of is your stay dates .....
it might coincide with an event on the Amstel river ,
making the best (and more windows to enjoy) rooms with river views to watch an event/spectacle more expensive .....

can you give us an indication when is your expected stay ?
