As Maestro Ramen has said, because your flight into the EU was performed by an American carrier, EC261/2004 does not apply. Wherever possible, you should try to use a European airline when flying to the EU. (For flights from outside the EU, the regulation applies only to EU carriers. For flights from the EU, it applies to all carriers)
The diversion to Shannon was also necessary due to Storm Isha, so it is a matter outside of the airlie's control and so the delay on your KL1089 to Cork is also not covered.
Not that it's probably any consolation, but the earlier flight you missed last Tuesday - KL1085 to Cork - was
also diverted to SNN.

It does not matter whether you're booked under the operating airline's flightcode or any codeshare partner's flightcode; all that matters is the identity of the operating airline. In this case, Delta is a non-community carrier, and that remains the case even if booked under a KL- or AF- flight code.
