You have to submit your landing card electronically before arrival, but that is not a VOA.
That’s correct sorry for the typo it was the arrival card and not the VOA.
Yes we went to multiple desks only finding one that was staffed, they told us they couldn’t do it. However there was no staff from our airline due to the long layover.
So maybe if you have a layover with staff already working they could, however even the multiple help personal at the desks and walking around told us we needed to manually recheck.
