I made an account just to come here and say that you are not alone - I was on a phone call with an agent today to book a flight, and the point transfers kept failing with no apparent reason. In a leap of faith I unlinked my account number and when I added it again it started showing the "Special Handling Required" message. Went through a couple back and forth with chase and VS and ended up with the confirmation that they can't do anything until the IT department is back to work so I will need to call again soon.
Update: I just called VS and they said there is nothing wrong with my account. Called Chase again and they said this has become a known issue (I guess within the 7 hours I waited) and we'll just have to wait for the fix from Chase
