"Qualifying Dollars include the cost of the hotel room or vacation rental property, before taxes and fees, charged at the time of booking." I read the "charged at the time of booking" more as the opposite of costs incurred during the stay, like room service or fees, which do not qualify.
If only prepaid bookings qualify, I would need to cancel and rebook.
Many of us read it that way last year also. However DL said it was supposed to be prepaid bookings only. They did in some cases (when complaint filed) give credit.
