Which airline is this for? Did you check to make sure that the reservation is canceled with them too so that they issue the refund to the travel agency (in accordance with the 24 hour DOT rule) which in turn then has to issue a refund to you too?

I recently had a scenario where I purchased an F ticket through Amex travel but was downgraded to Y when the flight was canceled due to Max 9 inspection. United said they will refund the fare difference which they did after I opened a refund request case with them twice. They refunded Amex travel who in turn automatically refunded my credit card.

That's the way it should work here too for your case. But if the airline never got a cancelation request from Chase and therefore never refunded the ticket to Chase who paid for it then that's the reason that they are giving you the runaround. You are certainly due a refund for canceling within 24 hours and the onus is on Chase to cancel with the airline for a refund, but it just gets much harder and more complicated once there are steps that weren't completed properly by Chase.
