The fact the cancelation fee is not a prepaid expense you would lose but something paid after may complicate the insurance aspect.
Interesting related article here angry at both Marriott and Hyatt for similar policies at their higher end resorts ; so Hilton is not alone here with such policies.

Yes, it's extremely murky at best. I did find one policy that says it covers prepaid expenses and any expenses that you are forced to pay due to cancellation so I was thinking that might cover the actual monetary penalties. It does seem that all the chains are doing this. We stayed at Hyatt Zilara Cap Cana a couple years ago on points and their policy was that they would charge the entire monetary cost of the whole stay if you canceled. I believe Hilton La Romana was the same as they are both owned by Playa Resorts. Even worse, they won't tell you how much that is. It's basically rack rate on the day you cancel or something to that effect. I think all we can do in these circumstances is roll the dice and hope all goes as planned and if it doesn't, hope we can find a sympathetic ear at the resort that would let us reschedule. I also think trip insurance companies are dropping the ball here. This is a whole new product they could be marketing and probably make a killing.
