Is the lesser fee of US$75 only if you do the reroute/reissue while in the SWP region, and US$100 for everywhere else? Or is that the fee for any STAR1/2/3 ticket where the first flight was out of SWP? I started my trip in Sydney.

I'm already halfway through my trip and SK is the only star carrier that's got a ticket office at the nearest airport so I'm kinda stuck dealing with them.
