It's probably a good sign that UA keeps the forward schedule in place and removes the flights from inventory as it gets closer, it's an indication they want to resume them when they can. Remember that overall scheduling between the two countries is an intricate dance, each country must fly 50% of the flights and within the US side you need agreement among the 3 airlines with rights to China. All it takes is for one airline, say DL, to say no to any changes and all discussion of changes stops. This only applies to passenger flights, freight flights have far less requirements.
