Correct, but there is probably no great incentive for Cartera to spend a lot of effort on dealing with an individual 250 mile claim. Pushing Best Buy costs them more in terms of labor cost than they would earn in commission, I think.
But they should really clarify these product-specific reward rules... or perhaps just completely disallow them. I have more than once not really been able to figure out what category a particular purchase would fall into when merchants have a long list of often vague categories with different earnings. And more than once I just decided to go the easier route and order from Amazon instead of trying to justify a higher price elsewhere with hypothetical portal earnings.
