In the dozens of times that I have returned to the US from abroad, not once did they search my bags.

The written declarations started being phased out as early as 2018.

If you have anything to declare, you are expected to make a verbal declaration. In my personal experience, at one airport, JFK, my travel companions and I were asked if I had anything to declare; at others, MIA, ORD and LAX, we weren't.
