When I was Silver, row 1 on shorthaul would occasionally be available to me to select, and most times show as blocked. I suspected it was due to some sub-types of the shorthaul Airbus fleet (listed in this older post) not having the row 1 block applied, while others did, but never looked in to it closely enough to prove that theory.
