Wife and I got out cards yesterday at Haneda. Tax stamps were available at the 7-11 in T3 near the Monorail entrance. They had a huge stack of stamps. Cash only.
We then went to the immigration office. Officer was super freaked out that we didn't have enough time to process the card and get to our flight (it was 2 PM for a 430 departure - plenty of time). After some back and forth she let us wait for the card and process it. The process took about 20 minutes. The fingerprint scans like others note took about 10 attempts. They made us show the sheet of paper where we certified we were global entry since we didn't have our GE cards. We signed a bunch of forms which got a series of stamps and photocopies, etc and then we were done. Fairly painless.
