As mentioned above, there are a lot of variables that will be out of your control and up to Enterprise/National’s luck of the draw. I’ve travelled dozens of times with my now toddler since she was 6 mo old. We’ve always brought our own car seat and I have never had an issue getting it installed in a rental car. I do suggest pulling out of the spot if you’re on the aisle so you have more room to open the door for install.

I saw some car seats sitting out in Chicago earlier last year and they were gross looking. I couldn’t bring myself to put my daughter in one of them, unless it was my only option.
