Don't agree with this at all.
I had three separate China visits last year, cash-only. Never had an issue getting change (and yes, a couple of times.the proprietor would scurry away to find 零钱, err, change).
Only once out of countless transactions did someone completely reject cash ... after he raised the price for me not having QR payment methods.
