This is not news any more. Indeed, the Marriott Ocean Park in Hong Kong re-designated itself as a resort (in HK) specifically to exclude elites from its lounge. Which it has due to it being a city hotel albeit near a water park.
What you do find at some resorts are GMs who go above and beyond. Here, we got a can of Chang beer while checking in, two cocktail vouchers, and once a week elites are invited to a manager's drinks reception with light snacks and alcohol for an hour with a raffle for various giveaways like a free massage. But, really, you should not expect to find traditional lounges at any Bonvoy resorts any more and so you can only be pleasantly surprised if the GM does go above and beyond. A few do, most don't.
There are still some legacy resorts with lounge the LRM in Dubai, the LM and Westin Mina Seyahi also in Dubai There is a new Marriott resort in Dubai with a lounge (with no free access for Elites)
I wonder why lounges at resorts was such a mindbender for MAR, maybe they want to be able to nickel and dime elite guests with overpriced soft drinks... but what do I know...
