Well, I can answer my question now. Yes, the boarding pass having those notations lets you use the special APAC lanes upon arrival at KLIA2. There was no one else in those lanes, so I got through in a matter of seconds. To be fair, the regular immigration lines looked pretty short when I was there as well.
