It was a negotiation for any kind of late checkout 95% denied unless paying for late check out
There were some property exceptions mostly in smaller properties.

I just checked out of the Luxor about an hour ago. 1pm checkout granted - no questions asked. As long as you're checking in and taking care of it when you're in the line for the gold/plat/noir , they typically will grant you that.
The latest checkout without another night charge is up to 3PM. I did not ever have to pay for late checkout as a Globalist/MGM Gold. I always asked the VIP desk for a late checkout and they granted it. Then again, I was always nice to them and built a rapport given my long stays at the properties.
