My guess is that either Walmart doesn't like its GCs being churned and not being used to buy its merchandise (on which it earns a profit margin) or that Walmart is concerned that OP is violating Federal money laundering laws by purchasing large amounts of GCs with cash, and then converting these GCs back to cash or to some laundered bank account or card.
