We have stayed at the Waldorf Astoria Dubai Palm Jumeirah and their Pearl Club is exclusive to those who booked suites and Pearl Club rooms (having diamond status will not help). The same with Conrad Washington, only those who booked Sakura Rooms or suites have access to the Sakura Club.
I guess it is the same as the Waldorf Astoria Cairo as it says on their website: Upgrade to a Rosetta Club room and enjoy access to our exclusive club services, serving food and drinks all day.

I didn't think lounge access was a HH Diamond (or Gold) benefit at W-A hotels. Prior to the refurbishment (and re-branding) there was a lounge behind the reception desk that was also shared with the adjacent Hilton, but the hotels are now more seprate and it appears that they are now following the W-A business model on lounge access.
The specific terms and conditions on this are hard to find but there is at least this for Golds upgraded to Executive rooms.

It looks like you're right about the Conrad DC being excluded but it appears that you should still get access at WAs with lounges.
