Data point: Downgrade from Prestige to Custom Cash card phone call took about two minutes. Citi rep confirmed the conversion to Custom Cash would retain the points earned via Prestige.
Also, the agent commented that as long as I requested the conversion within 37 days (odd, I know?) that the annual fee would be credited back to the account. As always, YMMV!
