The delay due to ATC meant you could not make connection in PVG, and the rebooked you to fly Tokyo Naha TPE with an overnight in Naha?

Would the Tokyo PVG flight be the first route on your itinerary?

Japan does not have a delay compensation and duty of care like EU261. But ATC restrictions would normally waive all delay compensation. But I would probably push somewhat more for the hotel, but there are no specific rules to force the issue.
