Delayed flights - Rights for compensation?

Hey guys, this happened a couple weeks ago but not sure if I have a right to send in a claim or even how to. EU airlines usually have easy form to fill in the can't find any for ANA.

So what happened?
* Award booking
  1. ANA told me my first flight to PVG was going to be late, so I wouldn't have time to transfer. (Key info, delays due to ATC, so probably military stuff again)
  2. There were no other alternatives that would make me reach destination (Taiwan) the same day
  3. They rerouted me to Okinawa and then put me on first flight the next day (Arrived 13h after original arrival time). The other alternative they gave was to take the same flights the day after (24h delay)
  4. At first they said they would cover hotel, but afterwards they said no
So do we have any rights in these occasions?
