If you are here to explore tourist attractions, the location of the FS will be much better as there are numerous palaces and more "traditional" areas north of the river. If you have 2 and 4 nights in Seoul, perhaps the better split would be to stay 2 nights at the PH and 4 nights at the FS. You'd get to experience different hotels but spend more time at the FS.
