There are indeed some Holiday Ins under the Holiday Inn Club Vacations brands (the one with the orange sign next to the H - see (https://www.ihg.com/holidayinnclubva...en/reservation). The aforementioned hotel is indeed a Club Vacations property.

The terms and condiotions mention that breakfast is provided

  • Welcome Amenity: The Welcome Amenity for Platinum Elite and Diamond Elite Members varies by brand and region. In Greater China, Silver Elite and Gold Elite Members are also offered a choice of Welcome Amenity.
    • The choice of amenity is only offered on Qualified Stays and is non-transferrable
    • Diamond Elite Members’ Welcome Amenity choice also includes Free Breakfast at full-service and select-service brands (REGENT, InterContinental, Vignette, Hualuxe, Hotel Indigo, voco, Crowne Plaza, Even, Holiday Inn, and Kimpton)
      • Available for Member and one guest registered to the same room for each night of stay
      • Includes one main menu item with unlimited non-alcoholic beverages or full buffet with unlimited non-alcoholic beverages per person
        • Select Breakfast menu items may be excluded (such as specialty/local-themed items)
      • Alcoholic beverages and certain specialty drinks excluded
      • Not available for In-Room dining or at specialty restaurants
      • Not offered at InterContinental Residence Suites Dubai Festival City or InterContinental Doha Residences
    • Venetian Resort Las Vegas and The Palazzo at the Venetian Resort do not offer a Welcome Amenity
    • Members using Digital Check-in may only receive Points as a Welcome Amenity

In the general terms and conditions Holiday Inn Club Vacations is listed as separate brand and in so far not belong to Holiday Inn. In so far, I think they have a point here and are (legally speaking) on the right side. However I admit, that I am playing advocatus diaboli here .... As it is mentioned, that some properties are exclued like the IC Residences in Dubai it would have made sens to mention the Holiday Inn Club Vacations as excluded as well. In your favour, I would argue exactly in this way, that if the Club Vacations properties are not mentioned, one must assume, that they are included, if they are considers as full service property.
