I noticed on my last stay of 2023 which was at the IC Bangkok that because I had been charged in advance for my 8 night stay the folio was in credit, although I could see the F&B charges on the bill from the TV app it wasn't until that initial credit for want of better word had been used up that I could select the vouchers for use in the IHG app.
