I'll add that I don't really understand defense of the property here. Making OP wait hours past published check-in for an upgraded room, and then giving him a non-upgraded room strikes me as totally indefensible.
If inventory is tight, and app checkin is needed to avoid a bad room in your original catagory, you're almost certainly not getting an upgrade. The problem is once you check in, even if there is higher catagory room availability front desks are hesitant to change your room post check in.

It's a gamble, as we all know upgrades are scarce at Hilton properties and checking in at the front desk rather than the app, anecdotally, has a higher rate of success.

This isn't a defense of the property, but as OP seemed to think he was upgraded into a smaller room (he wasn't, all King Deluxe rooms are the the same size) he was most
liklely upgraded to King Deluxe Park View (which is why he saw the hospital construction). If that wasn't available on arrival and he was given the option to wait I don't see what fault of the hotel that is, they gave him the upgrade he requested. He could've taken his original room immediately.
