Answer: they were trying to get people to rebook onto other flights of their own accord, so that they wouldn't be on the hook for a hotel room, food/drink and EC261 compensation when, as they correctly foresaw, the plane was too broken to return to CDG! They did make everyone wait at the departure gate until the nominal departure time, though.
