TSA stopping to talk on personal Cell Phones?

During my recent trip, this morning flying out of HNL the one screening station open at the early morning hours did not have the express line open, and only one line working. My experience in the past was you walk up to the line and the TSA folks will open it up for you and allow you to enter; however today the one lady checking passports and boarding tickets told me the line is closed and I had to go to the regular line. Then while I was waiting there this same employee stopped her work TWO times while I was standing there waiting to answer personal cell phone calls. I know it was personal calls due to her one side of the conversation.

First of all, has anyone ever seen or experienced a TSA screener take personal calls while on duty? Secondly, for the TSA folks out there, is this allowed? I can't believe TSA employees are allowed to have personal cell phones on during their actual work time let alone actually take calls and stop the procedures.
