The person in the aisle seat would have to move but you can get out whilst the seat in front is reclined. What you'll find though is people using your seat to steady themselves whilst they try and get out (pax behind you) and it will feel like they are shaking your seat.

Also there is a bigger gap than usual between the window seat and the window - not as ideal for sleeping against compared to a normal economy seat.
