I wouldn't call it a Rouge experience. Inconsistent service quality is a long term AC problem and expands to every single AC service. I had some very bad Signature service and excellent Rouge service. For example, the service in Rouge J during our last vacation (YYZ-CZM-YYZ) was excellent.
While the flight back produced some unhappy customers, it was completely unrelated to service aboard.
