Forgive me, but this seems somewhat hyperbolic and definitely a case of another American disrespecting Mexican society based on what they see on US-made TV shows. I will offer the benefit of the doubt and not jump to accusations of racism. I am sure there are corrupt police in the Puerto Vallarta force, but as a tourist you are relatively unlikely to come across them unless you are involved in something to do with drugs. Puerto Vallarta is significantly safer than many US cities, and the police are much better trained and less likely to discriminate based on someone's skin colour or kill innocents than in even more US cities.

As to how someone is meant to know that 911 is the emergency number... Really? And not calling because of the unreasonable fear that nobody would be able to speak English? That makes no sense.

Clearly this was a very scary situation for the OP, and I have more sympathy for that than some posters here. It also appears that the hotel reception either misunderstood the situation or made a very bad call - If this had involved me, I would now be getting to the bottom of why the threat was not understood. All that said, much of the scariness of the situation came from unfortunate decisions on the OP's part, perhaps beginning from what she communicated on the phone and definitely in not calling the police if she felt she was in imminent danger and that the hotel was deliberately and knowingly deciding to leave her in.
