I took the upgraded NC Quick Pass Flex because you can use it in HOV lanes without fees in some states. The initial fee is higher, but has been a huge savings in the past ~2 years.
I think all transponders must be mailed back to get your account value refunded.
I just gave NC quick pass a call they said we dont have to return the transponder when you close the account.
