SIN is the one airport where that wouldn’t have been a problem, though. All security is done at the gate. You can wander around the terminals to your heart’s content upon arrival before you finally give up and decide to exit through immigration.
To add to much of the above the SIN terminal is massive. I have had no problem killing a few hours prior to departures or at arrival. Over the years I have gotten massages, swam, slept at airside "hotels", shopped, had unbelievably good meals for an airport, etc... Check out what SIN currently has to offer on line as I have not been there since pre pandemic.
