Yes my experience is on flights just over the mileage threshold for a meal, they'd have an 'abridged' snack basket which is like the normal Y one, and offer it during a drink service.
Same experience here, flew SEA-LAX late last year and we did receive a meal but was slightly confused because during the drink service (pre-meal) they brought around the smaller snack basket of normal Y-class snacks, which was appreciated. The meal's dessert wasn't exciting so I asked if they had any of the dark chocolate/short bread cookies and she explained that those were only in the C+ basket and she would see what was left. She didn't go into more details but it was obvious that this was by design.
