Medium risk if partner is still showing additional buisness class awards in inventory due to phantom availability, etc. You might get lucky calling to get the domestic leg upgraded on the existing reservation but few agents still know how/want to deal with it.

I would not even consider risking it if the partner buisness seats are no longer available. Very possible the fare class award biz seats come out of won't reopen up just because you cancelled.
