SIN is the one airport where that wouldn’t have been a problem, though. All security is done at the gate. You can wander around the terminals to your heart’s content upon arrival before you finally give up and decide to exit through immigration.
Except for SIN T4 which has centralized security. Of course, even arriving at T4, one could transfer to T1/2/3 (staff will give you a hard time without onward BP but still feasible) and wander around the terminal there before going through immigration.
