Arrival lounges are outside of security because that is where you will be once clearing immgration and you will not be able to re-enter the secure area where the lounges are with an onward ticket. So there is nothing that could have been worked out.
SIN is the one airport where that wouldn’t have been a problem, though. All security is done at the gate. You can wander around the terminals to your heart’s content upon arrival before you finally give up and decide to exit through immigration.
