IIRC you still can drive/walk over the dam if you feel like it, just that there's now also the Mike O'Callaghan-Pat Tillman Memorial Bridge so that highway traffic can bypass it (there is also a parking area for those who want to walk across the bridge, which gives some views of the dam and the lake from a higher perspective)
In the 90s I did what was called the "hard hat tour" at the time (vs. the shorter one that didn't go into as much depth, both figuratively and literally) and if the current one is anything like that, I echo the sentiment that it's well worth the trip esp. if you are into engineering marvels etc.
The hard hat is no longer used but it’s the same tour.
One minor gripe I had though. We parked in the parking garage and obviously walked the damn, when leaving we thought we would drive over and take the bridge back to Nevada. You could get very close to the interstate but the gate was shut. Not a big deal, so we drove back over the dam to get back. I didn’t recall seeing signs for it but maybe I missed it.
