Canadian Air Pax Regulations - Connecting Flights

Anyone know what is meant by "connecting flights" for the Canadian Air Passenger Regulations for delays? Does that mean flights only connecting in Canada?

Or if I'm originating in the US with a US layover followed by a flight to Canada, if the first flight is delayed (within the control of AA) and I miss my flight to Canada (and the triggers happen), I'd be entitled to compensation? And vice versa.

It's not clear according to the main landing page of the Canadian Regulation.
