Unfortunately there is no concept of double-downgrade here, I doubt the framers of EC261 took into account 4 class travel. The one area it may help relates to the downgrade reimbursement that BA normally offers without issue, namely the fare difference, so it may be that from a cashflow perspective, BA would pay that part of the reimbursement before Mennens was calculated. But yes, it's otherwise over to CEDR, I'm sure you will keep us posted since strangely though we get many CEDR reports on delays (etc), we get relatively reports on Mennens.
