I think the T6/7 FIS opens at 10am, in time for the NRT flight scheduled at 10:50, and stays open until the last scheduled UA international arrival. So all UA Oceania and pre-10am Central America arrivals go to TBIT, and the rest go to T6/7 (unless one is heavily delayed).
