The couple of the non-hub clubs I've been to lately haven't had the signs up, at least when I've been there... That said, I've also seen them sell a guest pass to members when the signs were up, as needed. I'm sure YMMV on that if it was a peak time, a swamped club, or you needed multiple passes, but there does seem to be some leeway for members/guests vs. non-members.
