You can basically only use the funds to pay for a United or United Express ticket. There are some other options but not of interest to most of us and doesn't include paying for taxes and fees on awards.
In the past I wanted to use it for a flight operated by Air Canada but sold through United and it didn't display as a payment method. Now I know the flight has to be on United metal, otherwise I can't use it.
Supposedly (no personal experience) you can work around that by first booking a United metal flight with the Travel Bank funds, then (after 24+ hrs) canceling that UA flight and using the Future Flight Credit to book the intended flight.
