No free upgrade on QR (unless Y is oversold).
You can call to check the cash price for an upgrade or even at airport when checking in. But the price is stiff.

The high cahs upgrade is a policy of many airlines wishing to discourage pax to buy a cheap Y fare in the ope of a cheap cash upgrade.
Avios upgrades are a cheaper way to do it, if available.
